Subject: ACC Environmental Impact Analysis Process – Environmental Assessment for Operation Snowbird
MCRC Members & Advisory,
Air Combat Command has initiated an Environment Impact Analysis Process (EIAP) on OSB. We now anticipate the Army Corps of Engineers will award the contract for the Environmental Assessment NLT 30 Sep 10 and anticipate the initiation of the study by mid-October. There will be Public Scoping meetings and we’ll announce those details as they become available.
The government has also terminated further action on the Wyle Study as we pursue the more comprehensive Air Combat Command initiated Environment Impact Analysis Process.
We’re pleased with Air Combat Command’s decision to pursue a more exhaustive assessment of Operation Snowbird activity and look forward to your continued participation in the process.

Where is the draft Wyle Study that we have been awaiting for almost a year? Why did the Air Force think that “a more exhaustive assessment of Operation Snowbird activity” was needed? Why did Wyle Engineering think that it was needed? What was their reasoning? What are the other findings on safety and noise in the draft? Is the F-35 included in this “more exhaustive assessment of Operation Snowbird activity”? Taxpayer funds went into the Wyle contract, the public deserves a copy of the draft Wyle study. “This study will be conducted in an open and transparent way and include significant public involvement throughout. This study will begin no later than July 2009 and will end no later than August 2010″

What is Operation Snowbird?
Operation Snowbird is the Air National Guard program that operates out of Davis-Monthan. This program was substantially changed about 2000 from a mostly winter-time training program of A-10s and F-16s to a year-round combat training program for all sister service and allied aircraft. There was no Environment Impact Statement done of the program when the changes were made. The Operation Snowbird program now welcomes all types of aircraft (F-15s, F-22s, F-18s, etc.) and could include F-35s in the future. This change contradicts a letter the Air Force sent to the Tucson community after the fatal 1978 crash when it was stated that they would convert DM to A-10s and look into limiting assignment of ANG aircraft to those similar to the A-10s. The new OSB program brings in less safe and nosier aircraft at low levels over Tucson neighborhoods.
